DR. RUSSELL E. PARTCH Dr. Russell E. Partch, a member of the Senior Executive Service, is the Director of Space Warfighting Analysis Center, and Director of Space Security and Defense Program for the United States Space Force at the Pentagon, Arlington, Virginia. In these dual-hatted capacities, he leads organizations critical to the protection and modernization of national security space threats. The SWAC conducts analysis, modeling, wargaming, and experimentation to create operational concepts and Force Design guidance for USSF missions. Dr. Partch is responsible for the direction and oversight of all aspects of the organization’s operations and products, including joint integrated space designs, strategic changes to mission areas, capabilities integration, and transition plans. The resulting force designs drive key processes and decisions to achieve the Chief of Space Operations’ priorities for the Service. Prior to his current position, Dr. Partch served as the Technical Director for the Space Warfighting Analysis Center, Washington, D.C.
