DAF opens 2025 public comment period for Support of Military Families basing-decision scorecard updates Published May 30, 2025 Secretary of the Air Force Public Affairs ARLINGTON, Va. (AFNS) -- The Department of the Air Force has opened a public comment period on May 30, 2025 to detail recent updates to the background and methodology for Support of Military Families 2025 scorecards for spouse employment, formerly referred to as State Licensure Portability scorecard, and public education surrounding DAF installations. Per the **SEC 2883 regulation**, a public comment period of 60 days is required to allow the public an opportunity to submit comments and feedback regarding the updates. Section 2883(h) of the National Defense Authorization Act for Fiscal Year 2021 (Public Law 116–283; 10 U.S.C. 1781b note) ensures the Department of Defense considers certain military family readiness issues when making basing decisions for military units and headquarters. Section 2883 has been amended, making scorecards a comprehensive product available to military families through internet websites. A significant change for the 2025 Spouse Employment methodology and scorecard centers around changes in policy to the Servicemembers Civil Relief Act, January 2023, and the National Defense Authorization Act of Fiscal Year 2025. The two acts amend policy and include a significant provision that requires States to honor occupational licenses of military spouses who are stationed in a different state than the license was issued in. Additional updates to the methodology and changes to criteria will be published on the services’ websites and will remain coordinated within the DoD to ensure consistency across the military departments. Public comment periods allow the services to receive tailored feedback on policy and regulation updates while consistently improving and refining the Support of Military Families program. Follow the submission instructions below during the current public comment period, which is open May 30–July 30, 2025. It is advised that if these instructions are not followed thoroughly, the public comment may not be successfully submitted.
